Procurement Manager

Reporting to the Head of Supply Chain and working closely with the Supply Chain Director and all staff in various departments in the Company.

JOB SUMMARY

The Procurement Manager will provide strategic and operational leadership for complete procurement function across manufacturing, trading, projects and indirect spend. The role is accountable for translating business requirements into procurement plans, leading category and sourcing strategies, managing the procurement team, strengthening supplier performance, negotiating competitive commercial arrangements and ensuring timely, compliant and cost-effective availability of goods and services. The job holder will independently manage day-to-day procurement decisions and execution, establish strong controls and service levels, and escalate only high-value, high-risk or strategically significant matters to the Head of Supply Chain, enabling the Head of Supply Chain to focus on integrated planning, inventory, warehousing, logistics and overall supply chain performance.

KEY RESPONSIBILITIES

• Lead the procurement function and take full accountability for day-to-day procurement performance across manufacturing, trading, project and indirect spending. Translate forecasts, production plans, project requirements and operational needs into consolidated procurement plans, allocate work across the team, monitor delivery and escalate only matters above agreed value, risk or authority thresholds.
• Develop and execute category strategies for polymers, fittings, meters, valves, machinery and capital equipment, plant spares, packaging, traded products, project materials and indirect spending. Build strategic supplier partnerships, conduct business reviews, implement supplier scorecards and maintain alternative sources and continuity plan for critical categories.
• Lead commercial negotiations covering price, credit and payment terms, lead times, minimum order quantities, warranties, rebates and contractual protections. Apply total cost of ownership, track validated savings and cost avoidance, and ensure negotiated benefits are captured in purchase orders and supplier agreements.
• Ensure uninterrupted supply of production materials, including polymers, production fittings, packaging materials and plant spares, by proactively monitoring supplier commitments, capacity, lead times and emerging risks.
• Source finished products and project materials competitively while ensuring quality, availability and timely delivery. Provide accurate and timely procurement input for customer quotations and tenders, with clear ownership of internal response deadlines.
• Monitor supplier, country, logistics, quality and capacity risks; strengthen business continuity plans; ensure policy and delegated-authority compliance; maintain complete and auditable sourcing documentation; and uphold high ethical standards and robust procurement governance.
• Partner with Planning, Sales, Operations and Finance to align procurement with demand, production requirements and inventory targets; review slow-moving, excess and obsolete stock before replenishment; and optimise order quantities, supplier terms and delivery schedules to improve working capital without compromising supply.
• Own procurement data quality and disciplined ERP use. Develop dashboards covering spending, savings, purchase-order cycle time, supplier performance, open commitments, overdue deliveries and risk, and present a concise monthly procurement performance report to the Head of Supply Chain.
• Provide timely and accurate information for quotations and tenders covering local and imported requirements, taking account of freight rates, supply disruptions, lead times and foreign exchange fluctuations.
• Prepare, validate and monitor estimated and actual landed costs, investigate material variances, and maintain an informed understanding of regional sourcing and logistics dynamics.
• Communicate effectively across Finance, Sales, Supply Chain, Operations and IT on requirements, priorities, risks and the implementation of change.
• Lead, coach and develop the procurement team through clear objectives, work allocation, performance management, capability building and succession planning. Act as the first point of escalation for procurement issues and independently resolve routine matters within delegated authority.
• Establish procurement service levels, standard workflows, approval routes and reporting routines; prevent unauthorised commitments, retrospective purchase orders and avoidable emergency purchasing; and maintain a contract and supplier-agreement register with review and renewal dates.

MINIMUM QUALIFICATIONS

• Bachelor’s degree in Supply Chain Management, Procurement, Engineering, Business, Finance or a related field.
• A recognized procurement or supply chain professional qualification and active professional membership are strongly preferred.
• Minimum seven (7) years progressive procurement or strategic sourcing experience, including at least three (3) years leading a procurement team or major spend categories.
• Demonstrable experience in manufacturing procurement, imported materials, supplier negotiations, contract management, landed-cost analysis, ERP systems and procurement analytics.
• Regional or international sourcing experience is strongly preferred.
